This would indicate that the main development of the map is done at the start, with time invested into refining and tweaking things coming after all of the groundwork has been laid. They began by working on the King's Pass and Dirtmouth, and once they had those areas fleshed out, they moved onto the Forgotten Crossroads, working through each area of the game in roughly the order in which players are intended to explore Hallownest. As it was pointed out by Stizzl in this video (see 10:22), Team Cherry has talked about how they worked on Hollow Knight in a linear fashion.
